ce1cbd081a crypto/tls: add ech client support
This CL adds a (very opinionated) client-side ECH implementation.

In particular, if a user configures a ECHConfigList, by setting the
Config.EncryptedClientHelloConfigList, but we determine that none of
the configs are appropriate, we will not fallback to plaintext SNI, and
will instead return an error. It is then up to the user to decide if
they wish to fallback to plaintext themselves (by removing the config
list).

Additionally if Config.EncryptedClientHelloConfigList is provided, we
will not offer TLS support lower than 1.3, since negotiating any other
version, while offering ECH, is a hard error anyway. Similarly, if a
user wishes to fallback to plaintext SNI by using 1.2, they may do so
by removing the config list.

With regard to PSK GREASE, we match the boringssl behavior, which does
not include PSK identities/binders in the outer hello when doing ECH.

If the server rejects ECH, we will return a ECHRejectionError error,
which, if provided by the server, will contain a ECHConfigList in the
RetryConfigList field containing configs that should be used if the user
wishes to retry. It is up to the user to replace their existing
Config.EncryptedClientHelloConfigList with the retry config list.

b7691e8126 crypto/tls: support QUIC as a transport
Add a QUICConn type for use by QUIC implementations.

A QUICConn provides unencrypted handshake bytes and connection
secrets to the QUIC layer, and receives handshake bytes.

0e7f9b3702 crypto/tls: select only compatible chains from Certificates
Now that we have a full implementation of the logic to check certificate
compatibility, we can let applications just list multiple chains in
Certificates (for example, an RSA and an ECDSA one) and choose the most
appropriate automatically.

NameToCertificate only maps each name to one chain, so simply deprecate
it, and while at it simplify its implementation by not stripping
trailing dots from the SNI (which is specified not to have any, see RFC
6066, Section 3) and by not supporting multi-level wildcards, which are
not a thing in the WebPKI (and in crypto/x509).

The performance of SupportsCertificate without Leaf is poor, but doesn't
affect current users. For now document that, and address it properly in
the next cycle. See #35504.

While cleaning up the Certificates/GetCertificate/GetConfigForClient
behavior, also support leaving Certificates/GetCertificate nil if
GetConfigForClient is set, and send unrecognized_name when there are no
available certificates.

  - client authentication
  - post-handshake messages
  - downgrade protection
  - KeyLogWriter support

f0c7db843d crypto/tls: switch to OpenSSL 1.1.0 for test data.
We will need OpenSSL 1.1.0 in order to test some of the features
expected for Go 1.8. However, 1.1.0 also disables (by default) some
things that we still want to test, such as RC4, 3DES and SSLv3. Thus
developers wanting to update the crypto/tls test data will need to build
OpenSSL from source.

This change updates the test data with transcripts generated by 1.1.0
(in order to reduce future diffs) and also causes a banner to be printed
if 1.1.0 is not used when updating.

(The test for an ALPN mismatch is removed because OpenSSL now terminates
the connection with a fatal alert if no known ALPN protocols are
offered. There's no point testing against this because it's an OpenSSL
behaviour.)

a9f79c9828 crypto/tls: make error prefix uniform.
Error strings in this package were all over the place: some were
prefixed with “tls:”, some with “crypto/tls:” and some didn't have a
prefix.

This change makes everything use the prefix “tls:”.

a367222d8d crypto/tls: support TLS_FALLBACK_SCSV as a server.
A new attack on CBC padding in SSLv3 was released yesterday[1]. Go only
supports SSLv3 as a server, not as a client. An easy fix is to change
the default minimum version to TLS 1.0 but that seems a little much
this late in the 1.4 process as it may break some things.

Thus this patch adds server support for TLS_FALLBACK_SCSV[2] -- a
mechanism for solving the fallback problem overall. Chrome has
implemented this since February and Google has urged others to do so in
light of yesterday's news.

With this change, clients can indicate that they are doing a fallback
connection and Go servers will be able to correctly reject them.
