Enabling GODEBUGCPU without the need to set GOEXPERIMENT=debugcpu enables trybots and builders to run tests for GODEBUGCPU features in upcoming CLs that will implement the new syntax and features for non-experimental GODEBUGCPU support from proposal golang.org/issue/27218.
